Paul Michaels is the Chief Executive Officer (CEO) and Founder of Monoc Securities LLC, a Veteran-Owned Small Business (VOSB) specializing in multidisciplinary security consulting for national security contractors. A recognized subject matter expert (SME) in industrial security and Foreign Ownership, Control, or Influence (FOCI), Paul leads clients through the complex requirements of the National Industrial Security Program (NISP), with deep expertise in compliance with 32 CFR Part 117 (NISPOM Rule). Monoc Securities supports organizations working with the Department of Defense (DoD), Intelligence Community (IC), and Department of Energy (DOE). With more than two decades of experience, Paul has led enterprise-level security programs across government and industry. Prior to founding Monoc Securities, he served as Senior Vice President and Chief Security Officer at Cobham Advanced Electronic Solutions (CAES), and held senior security leadership roles at ITT Night Vision, CB&I Federal Services, and the National Academies of Sciences, Engineering, and Medicine (NASEM). A U.S. Army veteran, his expertise spans personnel and facility clearances, insider threat mitigation, FOCI mitigation strategies, and cybersecurity risk governance. Paul previously served on the InfraGard National Board of Directors and currently serves on the George C. Marshall International Center Board of Directors. Debbie Taylor Moore is the Founder and CEO of The Quantum Crunch, a U.S. based advisory firm serving global government and critical infrastructure organizations. The Quantum Crunch assists the C-Suite, Boards and security leaders with Enterprise Risk Management for Post Quantum Cryptographic Migration and AI. Debbie is a 25+ year information security exec, specializing in securing emerging tech. She is a former IBM Vice President & Senior Partner for Consulting, VP of Federal for both NetSec/Verizon Business, and SecureInfo/Kratos Defense.
Debbie was also the founder of two global cybersecurity accelerators, Cyber Zephyr and Energy Cyber Partners. Since 2003, in her various roles, Debbie has led implementations of over 33 security programs and solutions across 24 federal departments and agencies. Including the public-private sector collaboration on the NIST/DHS CSF (Cybersecurity Framework)1.0, and the launches of both CDM (Continuous Diagnostic Mitigation), and the FedRAMP C3PAO program. Debbie has worked on PMA (Presidents Management Agenda) programs across five administrations, since 1998.
Debbie serves as Vice Chair of the Cyber AB Board and also serves on the Consumer Technology Association's (owners of the CES Show) Executive Board. She is a member of InfraGard, the PKI Consortium and National Cryptologic Foundation, among other advisory boards and councils.
She has testified before the 118th Congress and advised the F100 at the intersection of Cybersecurity and AI. Debbie began her career in strategic business and technical roles at Exxon Mobil, Abbott Labs and Microsoft. She is a graduate of Bradley University in Peoria Illinois, where was she began early board leadership, as the Chairman of the Student Arbitration, and student member of the Academic Review Board. She is featured as one of a dozen "Security Pioneers" in Former Gartner VP, Richard Stiennon's popular "Security Yearbook" series. She has been a featured speaker at RSA, Voice of America, CEO Summit, NANOG, InfoSec Europe, many podcasts & others.
Debbie resides in Virginia with her husband Daniel. They have two wonderful adult sons.
Wayne Boline is a senior cybersecurity and governance leader with more than four decades of experience spanning the U.S. Department of Defense and the aerospace and defense industry. He began his career with nearly 23 years of service in the United States Air Force, holding both enlisted and officer roles across Electronic Warfare, Telecommunications, Computer Crime Investigations, and Communications–Computer Systems.
Wayne joined Raytheon Missile Systems in Tucson, Arizona, in 2003 as Network Manager, overseeing classified and unclassified network and voice infrastructures supporting more than 10,000 employees. In 2006, he transitioned to Raytheon’s Corporate IT Security organization in Texas, where he held key positions in Cybersecurity Incident Response and Cybersecurity Information Sharing and Collaboration.
He later served as Senior Manager within Raytheon Global Business Services (GBS), leading the Global Cyber Compliance Services (GCCS) team. Following the formation of Raytheon Technologies (RTX) in 2020, he assumed leadership of the Enterprise Compliance group. In 2021, Wayne was appointed to lead Strategic Relationships within the Cyber Policy and Compliance organization and was subsequently promoted to Director of Strategic Cyber Partnerships, reporting directly to the RTX Chief Information Security Officer. He currently serves as a Director within the RTX Corporate Governance, Risk, and Compliance (GRC) organization.
Wayne has also contributed extensively to industry collaboration efforts. He served as Chairman of the Board for the Defense Security Information Exchange (DSIE)—later the National Defense ISAC (ND-ISAC)—from 2011 to 2016 and continued as a board member for an additional six years, concluding his service in December 2023.
He holds the CISSP, ISSMP, and CCSP certifications, a Bachelor of Science in Information Systems Management from the University of Maryland, and a Master of Science in Network Security from Capitol Technology University. Wayne is also a Boardroom Certified Qualified Technology Expert (QTE), credentialed by the Digital Directors Network (DDN).
Clifton H. Poole joined Unison Software, Inc. as the Director of Security in August 2018. At Unison (formally Compusearch Software Systems, Inc), he leads the IT security program which covers a wide range of IT security domains, including: IT security operations, architecture and engineering, secure product development, cyber analytics, security education, awareness and training, and business continuity. As the Unison Privacy Officer, he directs data protection activities. He leads the industrial security teams, which oversees the personnel security, insider threat and facilities security programs. Prior to joining Unison, Clifton was the Associate Director of Cloud Security and led the offering for Accenture Federal Services. He honed his cyber security acumen while supporting the intelligence community and the Department of Defense. For almost a decade at Raytheon Technologies, he supported the clients as a Chief Information Security Officer, IT Security Architect and IT Security Manager in the Intelligence and Information Systems businesses. Along the way, he represented the company as a member of the DHS Public / Private Partnership improving relationships and shortening the adoption of cyber solutions. As a member of the Raytheon Business Relations team, Clifton helped draft much needed cyber legislation during President Obama administration’s cyber initiatives. Before joining Raytheon, Clifton honorably served for 21 years as a United States Army Officer enjoying both combat and support assignments. Enlisting as an infantryman, he was later commissioned after completing Officer Candidate School. He enjoyed several assignments before volunteering and earning selection into the United States Army Special Operations Command and being assigned to lead an Operational Detachment-Alpha in 3rd Special Forces Group (Airborne), Fort Bragg, NC. Clifton earned a Master of Science degree from Northwestern University, a Master of Military Arts and Science degree from the Command and General Staff College, an Education Specialist degree from Nova Southeastern University and a Bachelor of Science degree from Columbus State University. Clifton holds professional certifications with The International Information System Security Certification Consortium (ISC²) and Information Systems Audit and Control Association (ISACA).
Jeff Dalton is President and CEO of Broadsword and Chief Evangelist with AgileCxO.org. He is a Certified CMMI Lead Appraiser and AgileCxO Lead Assessor, and author of Great Big Agile: An OS for Agile Leaders. He is the principal author of the CMMI Institute’s “Guide to Scrum and CMMI: Improving Agile Performance with CMMI” and was the first, third, and fourth Chairman of the CMMI Institute Partner Advisory Board, where he led the group through their transitionary period from the Software Engineering Institute, where he was Vice Chairman and later Chairman of their Partner Advisory Board. Dalton has a background in technology leadership, and has served as Director and VP or Product Development and Quality with multiple companies, and was a Senior Manager and Chief Technology Executive at Ernst and Young, LLP. Jeff is an active jazz bassist who builds experimental aircraft, and lives with his wife of 25 years in Marathon, FL.
Mr. Chao is the Operating Executive leading the Enterprise Applications Services and Solutions segment for Rockbridge Growth Equity, a middle market Private Equity firm focused on technology-enabled services. Previously, he led the growth and development efforts for conversational AI platform, Amelia.ai, and has held senior management positions at Unisys, IBM, Hewlett Packard, and Accenture in a variety of emerging technology development and strategy roles. Mr. Chao began his career as a financial analyst with Smith Barney Shearson and has extensive experience in business strategy, management consulting, and technology services. He holds a Bachelor of Science in business administration and finance from the State University of New York, Buffalo. Mr. Chao has attained Directorship Certification from the National Association of Corporate Directors (NACD).
Ms. Hennessey serves as the Head of Government Services for NightDragon, a venture capital firm investing in and advising innovative growth and late-stage companies within the cybersecurity, safety, security, and privacy industry. Prior to NightDragon, she served as the Vice President of Government Affairs for Forescout Technologies, a global cybersecurity company. As a leading voice on cybersecurity policy issues, Ms. Hennessey has appeared on and provided commentary for Bloomberg, Fortune, National Public Radio, the Wall Street Journal, The New York Times, and other media outlets. Ms. Hennessey is currently a part-time lecturer at Rice University’s Jones Graduate School of Business and has previously taught master's-level courses in cybersecurity and business-government relations at Georgetown University. Earlier in her career she founded and managed her own consulting firm, Gronberg Consulting, L.L.C., where she advised Fortune 500 companies on their government relations strategies. She also previously served as Staff Director on the Senate Appropriations Committee, Subcommittee on Commerce, Justice, State, the Judiciary and Related Agencies (CJS). A former Fulbright Scholar, Ms. Hennessey holds a bachelor’s degree from Yale University and an M.B.A. from the University of Virginia’s Darden School of Business.
Sounil Yu is the author and creator of the Cyber Defense Matrix and the DIE Triad, which are reshaping approaches to cybersecurity. He's a Board Member of the CMMC Cyber Accreditation Body; senior fellow at GMU Scalia Law School's National Security Institute; guest lecturer at Carnegie Mellon; and advisor to many startups. Sounil is the co-founder and Chief AI Safety Officer at Knostic and previously served as the CISO at JupiterOne, CISO-in-Residence at YL Ventures, and Chief Security Scientist at Bank of America. Before BofA, he helped improve information security at several Fortune 100 companies and Federal Government agencies. Sounil has over 20 granted patents and was recognized as one of the most influential people in security by Security Magazine and Influencer of the Year by SC Awards. He is a recipient of the SANS Lifetime Achievement Award and was inducted into the Cybersecurity Hall of Fame. He has an MS in Electrical Engineering from Virginia Tech and a BS in Electrical Engineering and a BA in Economics from Duke University.
Mr. Travis is the first chief executive officer of The Cyber AB and assumed this role in April 2021. In this capacity, he oversees all CMMC accreditation and CMMC Ecosystem operations of the organization in support of the Department of Defense.
Previously, Travis served as the first deputy director of the Cybersecurity and Infrastructure Security Agency (CISA), the nation’s leading civilian cybersecurity agency. There he oversaw the day-to-day operations of then the $2+ billion, 2000+ employee organization across the full range of its mission in cybersecurity, infrastructure protections, and emergency communications. Prior to this position, he was the deputy undersecretary for national protection (NPPD) within the Department of Homeland Security. For his contributions to the DHS mission, he was awarded the Department’s Outstanding Service Medal in 2020.
Before entering government service in 2018, Travis served as vice president of homeland security for Cadmus, a security, energy, and environmental professional services firm. He joined Cadmus when the security consultancy he co-founded, Obsidian Analysis, Inc., was acquired by Cadmus in 2016.
A former naval officer, Travis served as an engineering auxiliaries officer aboard the guided-missile frigate U.S.S. CARR (FFG 52). He then served a tour as White House Liaison to the Secretary of the Navy and was also a White House Military Aide. He is a 1991 graduate of the University of Notre Dame and holds a master’s in national security studies from Georgetown University.
Mr. Travis serves as a trustee of the CNA Corporation, the parent organization of the Center for Naval Analyses, a federally funded research and development corporation (FFRDC). He has appeared on both CNN and MSNBC offering cybersecurity and homeland security perspectives.
